  16. <p>A Chicago Cardinal offers a plan to deal with sex-abuse charges
  17. </p>
  18. <p>    Since the mid-1980s, Roman Catholic dioceses in most American
  19. states have coped with criminal cases, lawsuits and ugly rumors
  20. concerning priests and the sexual abuse of underage boys. Angry
  21. churchgoers say that bishops often covered up the scandals,
  22. shuttling wrongdoers to new parishes, where they preyed again.
  23. Now, on the eve of a meeting of the U.S. hierarchy at Indiana's
  24. Notre Dame University, Chicago's Joseph Cardinal Bernardin has
  25. issued a 93-page report that sets a promising new standard for
  26. confronting abuse.

  28. <p>    First, a committee of experts reviewed all allegations
  29. made in the Chicago archdiocese over the past three decades,
  30. concluding privately that 39 men no longer in the active
  31. priesthood (1.7% of the total clergy) were molesters, while 14
  32. others showed "immature behavior" that was not serious. Second,
  33. the committee fashioned a new procedure for complaints.
  34. Parishioners will have access to a 24-hour phone hotline. A
  35. full-time specialist working with a panel of six laity and three
  36. clergy will assess all charges. Priests who are judged guilty
  37. will undergo two years of intensive therapy and four years of
  38. follow-up, then get church assignments where they will never
  39. again work with minors. Instead, the commission recommended that
  40. rehabilitated priests return to other kinds of administrative
  41. work. The report, declared the Cardinal, "is neither a whitewash
  42. nor a witch hunt. It is a blueprint for the future."
